Procurement Manager
Job Description

The Staten Island Economic Development Corp. (SIEDC) is a 501(c)(3) not-for-profit corporation whose mission is to enhance a thriving Staten Island economy by promoting public and private investment and encouraging the development of commercial and industrial property and projects in an environmentally friendly manner, all of which improve the quality of life and provide broad and diverse employment opportunities
SIEDC is seeking to hire a part-time Procurement Manager:
The Procurement Manager will be responsible for researching the various vending and procurement policies of major corporations, and sharing this information with local businesses through a formalized program and service offering.

The PM will also be charged with producing a Staten Island Preferred Vendor’s Manual, training and registering firms on how to do business with major Staten Island corporations, and organizing Procurement Seminars.  This will require the PM to conduct outreach to build the business professionals client base that would attend the seminars.

 

The PM will manage all aspects of this service, which will be offered to SIEDC Members at no cost and to non-members for a fee.  Non-member participants will have the option to choose from a menu of packaged offerings.  This is very much a job for someone with a strong entrepreneurial spirit to not only design the offering but also foster the client-base growth. 

Qualifications:
Strong knowledge of common procurement practices

  • Experience in procurement including public sector procurement
  • Strong planning and organizational skills
  • Training program design and development preferred
  • Business Development experience preferred
  • Excellent research skills
  • Excellent communications – written and verbal
  • Professional and independent
  • Ability to multitask and self-start
  • Entrepreneurial spirit
Salary:

Commensurate with experience.
This is a part-time position with flexibility to grow depending on expansion of client base.

Capital Projects Manager - CONSULTANT
Job Description

The Staten Island Economic Development Corp. (SIEDC) is a 501(c)(3) not-for-profit corporation whose mission is to enhance a thriving Staten Island economy by promoting public and private investment and encouraging the development of commercial and industrial property and projects in an environmentally friendly manner, all of which improve the quality of life and provide broad and diverse employment opportunities

SIEDC is seeking a CONSULTANT to serve as a Capital Projects Manager

  • The Capital Project Manager will have responsibility for the planning, coordination and implementation/service delivery in large-scale and complex transportation and real estate development projects including:

    • Capital Projects
    • West Shore Light Rail
    • SI 2020 Economic Development Initiatives

    General responsibilities for these projects include

    • Planning, developing and maintaining comprehensive critical path schedules for projects
    • Supporting due diligence processes
    • Analyzing and reporting on economics of projects
    • “Selling” project to key stakeholders and securing project sponsors
    • Coordinating and servicing needs with permitting and zoning issues
    • Developing and maintaining relationships with consultants, vendors, public officials, city and state agencies and various other stakeholder
    • Analyzing and reviewing market, zoning and site information through direct investigation and third party consultants
    • Monitoring market conditions and events relative to development projects
    • Managing various consultants, including but not limited to design, engineering and outside permitting consultants
    • Reviews consultants’ work for detail and accuracy
    • Establishing and maintaining development budgets and managing the project according to approved budgets
    • Representing development projects and SIEDC publicly; this includes attending and participating in public and private hearings and meetings with vendors, consultants, community members and various stakeholders
    • Coordinating permitting of new development projects
    • Developing permitting strategies and assisting in the presentations to zoning and permitting boards as needed
    • Reviewing environmental, geotechnical, structural and transportation analysis
    • Conducting and/or coordinating research on new zoning regulations, state regulations and state programs that may affect proposed development projects
    • Maintaining familiarity with building codes and best practices
    Other tasks as assigned by SIEDC management

    • Ability to produce conceptual development proposals and documents, as well as ability to write reports, business correspondence and other types of planning documents
    • flexible and adaptable and have the ability to manage several projects simultaneously in various stages of development
    • Ability to interpret and evaluate proposals, architectural concepts and drawings, contracts, consultant proposals and government regulations
    • Ability to effectively present information and respond to questions from senior management, outside vendors and the general public
    • Strong analytical skills with attention to detail and follow-through; must also be organized with the ability to see the big picture
    • Strong project management and problem resolution skills
    • Strong personal computer skills, including Microsoft Word, Excel, Project and PowerPoint
Experience
  • Three to five years of experience in transportation planning, economic development and/or real estate development is preferred
Education
  • A bachelors degree in a related field is required
Employment Relationship:
  • This is a consultant position, not a staff/employee position.  You must be a bona-fide independent contractor and meet our insurance requirements

Commensurate with experience.
